Bob Speel's "mostly about sculpture" web site observes,

The High Street starts grimly, in the spirit of 1960s rebuilds, but within the tiny shopping mall off to one side is Margate’s second statue, a modern nude poised above a tall base of wood and stones, entitled Tethys, Goddess of the Sea, by the sculptor Fleur Gray. It is lacking in detail, making the projecting hand and foot, and particularly the hair, look weak, but the contours of the body and legs are nicely feminine when seen in profile.
